Ibanez built the PF28ECETRS as part of the PF Series, a line positioned around accessible steel-string acoustics with electronics fitted as standard. The model carried a Cutaway Dreadnought body and a Transparent Red Sunburst High Gloss finish, and was equipped with a Fishman Sonicore pickup paired with Ibanez's AEQ-SP2 preamp — the preamp included an onboard tuner and offered both a balanced XLR output and a standard quarter-inch output, making the guitar usable direct to a PA as well as through an amplifier.
The top was Flamed Maple, with Sapele back and sides. The Okoume neck carried a Purpleheart fretboard and matching Purpleheart bridge, with white dot inlays and a water decal soundhole rosette. Nut and saddle were plastic, the nut measuring 42mm wide. Chrome die-cast tuners with half moon knobs handled tuning, and the bridge accepted Ibanez Advantage bridge pins. The guitar shipped strung with Ibanez IACS6C strings at gauges .012/.016/.024/.032/.042/.053, set to standard EADGBE tuning at a 650mm scale. The neck profile measured 21mm at the first fret and 22.5mm at the seventh, with a 250mm fretboard radius and 20 frets total.
